The number of new single-family homes under construction in El Paso County fell for the second straight month in February, but industry officials arent fretting yet. Construction began last month on 584 single-family homes - down 12 percent from the 664 homes started in February 1999. Combined with Januarys figures, which also declined from the previous year, single-family housing starts for the first two months of 2000 in the county were down 11.5 percent over the same period in 1999.
In an otherwise unstable economy, the housing market has remained strong, with exceptionally low mortgage rates encouraging many to buy homes, driving up home prices, and enabling homeowners to refinance existing mortgages at lower rates. Even though many analysts believe that the mortgage rates bottomed-out in mid-June and the refinancing boom may have ended, rates are still low by historical standards, and although it is slower, the demand for housing is still present.

The residue of art history in Vitones painting is not insubstantial. Monochromes and blank canvases were central to 20th-century art. From the 1950s to the 70s, Italian artists were particularly attuned to the beauty of whiteness. The works of Piero Manzoni, Lucio Fontana and Enrico Castellani come to mind. Air or dust as pigment also has a venerable past, ranging from Man Rays photograph of Duchamps dust-covered Large Glass and Duchamps own glass bauble filled with air de Paris, to the dusty footprints gathered by Dutch artist Stanley Brouwn. Vitone has always been an acolyte of Conceptual art and his sly non-paintings are further tribute to an ultimately non-pictorial artistic tradition. A peripatetic artist who has realized works about the value of location in many countries and cities, Vitone has made an elegy to Rome and an unconventional portrait of the city by literally holding its breath.
